Some of the restaurant and hotel staff in tourist trap areas have been known to be rude/impolite to tourists/non-locals over the years. I experienced that when I visited the country.
This is true in any country.
Yes, but hospitality levels vary significantly from region to region.
When I was in Paris I encountered serious bad attitudes and rudeness many times while I was being polite, even at a McDonalds while placing an order for a few hamburgers. I had brushed up on speaking basic French before the trip (studied and learned the basics of speaking French in grade school and High School) so I could talk to them in their language about simple things since I believe it's rude/disrespectful when visiting a foreign country to not try to communicate with them in their native language or not follow their cultural practices. The guy taking my order got angry apparently because I didn't have a native French accent, yelled at me and demanded I repeat my order in English. So, I said "Three regular hamburgers and large french fries please", then he cursed at me in French (I'd studied French expletives while in High School) so I knew what he said. I got my order but still suspect that somebody spit on some of it!
In Contrast, my visit to Holland was very different. The people in Zandvoort where I stayed and the people in Amsterdam when I checked out that city were very friendly and hospitable. Most of the locals I encountered while walking around, going out to restaurants, markets, shops, etc. were really friendly/affable as were the hotel staff. I was invited to dinner at a family home by a guy I met for the first time that lives in Zandvoort. I went and it was dinner with his wife and kids. We had a great time. It was very different from how I was treated by strangers in France. The attitude of the people towards others was one of the major differences I noticed.
There is also the infidelity/sleeping around issue. With every girlfriend I've had or girl I've dated, while out and about somewhere on a date, almost every time we met and mingled with a French guy he shamelessly hit on and tried to seduce the girl I was with right in front of me!

My experiences are obviously a small limited sample so we should not overly generalize from them.
I was referring to youngish (18-30ish) French born and raised guys now living in or visiting America that I have encountered while out on the town on a date/spending time doing stuff with a girl.
Several times while having a lunch/dinner date with a girl or hanging out somewhere in public with a girl a French guy came up, was friendly at first, made simple conversation, but then proceeded to shamelessly hit on and try to talk the girl into going to his hotel or wherever right in front of me. None of them ever succeeded. After a few minutes and when the girl gave me the 'get rid of this guy' look I just politely asked the dude to bugger off, let us enjoy our time together, and thanked him for buying a round of drinks/coffee or whatever.
