Your post is filled with nonsense.
The December 2011 LSAT was administered two weeks ago give or take a couple of days due to Saturday sabbath observer administrations and tests administered on continents other than North or South America.
The only situations I know of in which you could have had the opportunity to take an officially administered December 2011 LSAT in the last week would have required LSAC granting generous special accommodations or a special re-scheduled administration in an area where severe climate or severe exigent circumstances prevented the original scheduled administration.
If you really did take the December LSAT somewhere, got caught and cited for bubbling and/or working on questions after pencils down/time is over for the section was called by a proctor, then you broke the rules, have no viable defense and your chances of getting into a good law school are down the drain.
Feel free to keep trolling though, it's entertaining.

Since you received a writeup, you need to respond and explain your position. Some of the confusion in your responses has occurred because your initial post wasn't clear as to what happened exactly. If you continued to fill in answers after time was called, you are guilty. I'd suggest writing the letter and then posting it here for critique and comments. I'd certainly try to help you and I know others would too.

If you believe a proctor made a mistake and have a test center complaint, the deadline to file a complaint about it with LSAC is six (6) days after the administration. The time window to file such a complaint expired roughly 1.5 weeks ago.
As already said, if you bubbled or erased or wrote anything once the proctor called time/pencils down (even if you just filled in one last bubble in the first few seconds WHILE the proctor started giving the pencils down instructions), you are guilty of breaking the rules and the misconduct/irregularity report will likely stick and appear on your CAS report.

It depends. If he has a complaint against the center, it is a 6 day window. However, if he is charged with a violation, as appears to be the case here, they will issue the complaint and then give him the chance to respond within a 30 day window. See these links for more info:

It is good news. As I understand it, for a violation to be reported, it has to go to committee first. Since that is not occurring, there will be no hearing, you won't need to respond with a letter, etc. Essentially, they looked at it and said, this doesn't look like a big deal (your cancelling could have played a role since you could not have gained an advantage from any misconduct once you cancelled).
If you want to be sure as to whether you are 100% in the clear (which I think you are), post the contents of the email from LSAC in its entirety so we can see exactly what they said. But, so far, this looks good

It's been hard to decipher some of your statements, but it appears that you had a rude proctor that was in a bad mood and took it out on you, similar to how some angry waiters treat tourists & foreigners at restaurants in France.
This is not meant to be condescending. To perform well on the LSAT, get accepted by a good ABA accredited law school and be able to perform well, you need to improve your English vocabulary and grammar skills.
The LSAT, law school classes and exams require proficiency with reading and writing English language text.

Not much, except that some can be a bit snooty and hostile towards foreigners/tourists/not native French people at times.
I like a lot of the really tasty food, great wines, culture, fashion, etc. they produce. I never would have eaten and appreciated escargot and many other foods without the French.
However, some of the restaurant and hotel staff in tourist trap areas have been known to be rude/impolite and sometimes hostile to tourists/non-locals over the years. I experienced that when I visited the country. There is also the infidelity/sleeping around issue. With every girlfriend I've had or girl I've dated, while out and about somewhere on a date, almost every time we met and mingled with a French guy he shamelessly hit on and tried to seduce the girl I was with right in front of me!
