I currently attend UC Berkeley and wish to apply to law school. I want to know that since GPA's can differ by university if they are adjusted upwards or downwards depending on the university. Berkeley does not inflate grades and it is much more competetive. So for example would a GPA of 3.2 at Berkeley be as competetive as a 3.6 from a lower ranked school such as UC Riverside?

Some schools do,  sometimes. Boalt Hall used to, but they don't anymore.

The conventional wisdom is that prestige of the UG is a tiebreaker for similar GPAs.

I Agree

Also remember that your GPA may change a little once LSAC has "standardized" it: http://lsac.org/Policies/transcript-summarization.asp
